Explainability of gravity is… Debatable. We know the maths behind it’s operation, yes, but as I recall there were a couple of oddities missing – the big one being why is gravity so weak compared to the other three forces, that, arguably, we need to figure out before we can be said to ‘explain’ gravity. We know the how but not the why for it, basically.
…And sadly I think you’re being too generous about them wanting homeless people to pull themselves up by the bootstraps: The idea is, as far as I can tell when people put their reasoning for this sort of shit out there, is that if you don’t provide homeless services, homeless people will go elsewhere.
